CRAN now enforces Authors@R so packages such as RcppArmadillo and RcppEigen have already been converted. This PR follow up for Rcpp. All of us are in as 'aut', and I added ORCIDs where I could (missing @nathan-russell and @johnmchambers only).
No code or test changes.
