The semmle-code change now thins only `usr/lib/swift/host`, so test that artifact rather than the earlier one which also thinned the per-target libraries.

load.bzlat a staging resource dir built from github/semmle-code@henrymercer/swift-resource-dir-thinning, which ships only the x64 slice of the libraries underusr/lib/swift/host. This exists to get the Swift tests to run against that artifact, since they only trigger on pull requests.
