Debian 11 (bullseye) LTS ended on 2026-08-31. The bullseye-security Release file on
deb.debian.org expired on 2026-09-07 and is no longer refreshed, so every apt-get update
inside paritytech/ci-unified:bullseye-* now fails, both during the image build and in
downstream CI jobs that install extra packages

This removes the bullseye-security suite from /etc/apt/sources.list. bullseye and
bullseye-updates have no Valid-Until and keep working. No security updates are lost in
practice: Debian stopped publishing them for bullseye on 2026-08-31
