docs: align billing and entitlement claims

Summary

This PR implements the billing, credits, and plan-entitlement portion of the approved Falconer remediation spec. It corrects source-verified claims without changing the released product behavior to match conflicting marketing copy.

Changes

• Publish the released Codebase Context caps: 5,000 files per codebase on Free and 100,000 on Build, Max, and Business.
• Make platform/team-access-billing-and-identity.mdx the canonical cloud-run billing explanation: applicable cloud-agent grant, triggering user's plan-included monthly Warp credits, then the shared add-on pool.
• Clarify that manually starting a saved agent in the web app is user-triggered, while scheduled and agent-API-key runs bill the team owner on self-serve plans.
• Align scheduled agents, API keys, the credits overview, pricing FAQs, and insufficient_credits troubleshooting with the canonical explanation.
• Correct third-party cloud harness availability to Build and higher, document Free's Warp Agent path, link to published concurrency limits, and state that teams with remaining add-on credits cannot be deleted.

Finding dispositions

• Falconer 1: Corrected exact indexing caps from released tier configuration.
• Falconer 2: Scheduled runs now identify the team owner as the billed principal on self-serve plans.
• Falconer 3: Agent API key runs now use the owner's included credits, then the team's shared add-on pool; removed the obsolete owner's-add-on wording.
• Falconer 4: Added the applicable cloud-agent grant before the triggering user's included credits and consolidated duplicate waterfalls into canonical text plus short cross-references.
• Falconer 8: Corrected the pricing FAQ. platform/harnesses/index.mdx was already correct and required no edit.
• Falconer 15: Corrected team deletion behavior. add-on-credits.mdx was already canonical and required no edit.
• Falconer 21: Replaced the unfinished concurrency claim with links to the released hosting and pricing limits.
• Falconer 22: Kept “add-on credits” as the canonical noun and “auto-reload” as the purchase mechanism. No extra “Reload credits” locator was needed in the changed copy.

External follow-up

The public pricing page presents third-party cloud harness availability more broadly than the released Free-tier configuration. This PR keeps the docs aligned with released entitlements: third-party cloud harnesses require Build or higher, and Free cloud runs use the Warp Agent. The pricing surface needs a separate owner follow-up.
